The closest navigable waterway to landlocked Gettysburg, Pennsylvania is the Susquehanna river (which enters Chesapeake bay and then the Atlantic Ocean). At its nearest point to Ohio's Tribute monument to Carroll's Brigade on East Cemetery Hill (which can be seen in the background behind Paul) it's still around 35 miles away, outside of Harrisburg, PA. So after sailing the roughly 7600 miles from his previous location, Paul must have found a truck to carry his boat the rest of the way.
