According to Wookieepdia, the Senate Building was more than 2 kilometers (~1.2 miles) in diameter. At 3 ¾" scale, this would make it 340 feet wide (larger than an American football field!) The Grand Convocation Chamber within was 100 m tall, which would make it about 17 feet high if scaled to your action figures. Maybe that's why they never sold it as a playset.
